Temp Ban List For Repeated Offenders

I think that we should have a temp ban list for people who have been banned temporarily multiple times. For example: Black Wings banned blah blah blah 4 times overall and another admin banned Blah blah blah a few times then he should be put on the temp ban list for Bowsy ? and Lynx to review weather or not he or she should be permanently banned.

I think in som way its a ok ida... but it needs to ne alot more controled...becouse som ppl dont remove who they banned.. and what for... thats why we need som strange way to keep a track of that first...
